REQUEST FOR EXPRESSIONS OF INTEREST

for the provision of consulting services

Selection of the Firm for technical supervision of construction works

1. The Kyrgyz Republic has received a grant and loan from the Asian Development Bank (ADB) to finance the project " School Education Reform Sector Development Project: " to be implemented in 2024-2028 and intends to use a part of these funds for a consulting service on technical supervision of construction works.

The objective of the project is to improve the ability of the school education system to produce graduates with subject knowledge and competencies. The project supports the implementation of the National Program for Education Development in the Kyrgyz Republic for the period 2021 - 2040.

The project will finance eligible expenditures according to different items: 1) consulting services 2) repair and construction works; 3) equipment; 4) training and education; 5) project management (PIU); 6) financing costs during project implementation.

2. The approximate project costs are as follows: a project loan of US$20 million. The estimated project costs are: a project loan of US$20 million from the concessional lending of Standard Capital Resources (SCR), and a project grant of US$5 million from ADB's Special Fund resources. A project grant of US$5 million from ADB's Special Fund resources to finance the program. The Government is expected to provide $2.8 million. The Government is expected to provide US$2.8 million in counterpart financing in the form of tax and duty exemptions and in-kind contribution by providing office space and covering the cost of utilities.

(3) MES KR through the PIU invites expressions of interest (EOIs) from qualified firms to provide technical supervision services for construction works - express interest in providing services according to the terms of reference (TOR), which can be found by attachment. Interested firms should submit information describing the performance of similar services, experience and availability of relevant personnel skills, etc., indicating that they are qualified to perform the services according to the sample EOI (attached form).

4 The main objective is to contribute to the successful implementation of the project through:

(i) proper supervision of ongoing maintenance and construction activities;

(ii) timely response to and prevention of possible problems;

(iii) ensuring the quality of the repair and construction works in accordance with government standards and regulations;

(iv) ensuring safety at the construction site and proper control of the environment;

(v) completing the works within the stipulated timeframe.

5. Technical supervision firms for construction works will be selected in accordance with ADB's procedures for the selection of consultants based on an evaluation of biographical data as outlined in ADB's guidelines for the use of consultants by the Asian Development Bank and its borrowers.

6. To be eligible, organizations must be registered in ADB member countries, and all providers of the proposed services must have citizenship in ADB member countries.

7. MES KR will evaluate submitted expressions of interest according to the following criteria:

Technical competence;
Geographical experience;
Managerial competence.

8. The shortlist will consist of firms that meet the qualification requirements and demonstrate eligibility for further submission of technical and financial proposals.

9. Expressions of Interest (Form-Attached) must be submitted either electronically by 18:00 hrs. July 31, 2025 to email:
